RULES OF THE CHARLES RICE JUNIOR = AND MINOR=20 FOOTBALL LEAGUE

 

 

 

Nomenclature = and=20 Constitution.

 

 

1.           = ;       =20 These Competitions shall be = called=20 Charles Rice Junior and Minor Football League Cup = Competitions.

 

 

Management.

 

2.           = ;       =20 The Management of the = Competition shall=20 be vested in the Management Committee of the Charles Rice Junior and = Minor=20 Football League.  The = Chairman,=20 Secretary and Treasurer of the League shall be the legal holders of the = Trophies=20 in trust for the League.  = If the=20 Competitions shall cease to exist or operate, the Trophies shall e held = in Trust=20 unless the conditions attached to the Trophies provide for their return = to the=20 Donors.

 

 

Entrance=20 Fee.

 

3.           = ;       =20 The Competitions shall be = Annual and=20 all teams in membership of the League must enter.  The Entrance Fee shall be = =A310.00 per=20 team, payable at the Annual General Meeting.

 

 

Conditions of Play.

 

4.        =20 (a)        = The=20 ties shall be drawn round by round and the matches played on or before = the dates=20 fixed.  In every case = (except=20 semi-finals and finals) the first drawn has the choice of ground.  Clubs with First and Second = teams drawn=20 at home on the same day must concede ground advantage in one tie if an=20 alternative ground is not available. =20 Kick off times shall be 2;15pm or before as mutually agreed or = otherwise=20 arranged by the League Management.

 

(b)           = ;    =20 At Under 11 and 12 level, = each game=20 must be of 60 minutes maximum duration and, in the event of a draw after = 60=20 minutes play, EXTRA TIME must be played 10 minutes each way.

At Under 13 and 14 level, each game = must be of=20 70 minutes maximum duration and, in the event of a draw after 70 = minutes, EXTRA=20 TIME must be played 10 minutes each way.

At Under 15 and 16 level, each game = must be of=20 80 minutes maximum duration and, in the event of a draw after 80 minutes = play,=20 EXTRA TIME must be played 10 minutes each way.

At Under 17 and 18 level, each game = must be of=20 90 minutes maximum duration and, in the event of a draw after 90 minutes = play,=20 EXTRA TIME must be played 15 minutes each way.

The halftime intervals for all age = groups shall=20 not exceed 5 minutes except by special permission of the = Referee.

 

(c)           = ;    =20 Minimum duration of games = shall=20 be:

Under 11 and 12  - =20 40 minutes

Under 13 and14        =20 -   60 = Minutes

Under 15 and 16  -=20 70 minutes

Under 17=20   - 70 minutes

 

 

 

 

(d)           = ;    =20 Where a match is stopped on = account of=20 darkness or other unavoidable cause before the agreed time, or extra = time has=20 not been completed, it will be replayed on the same ground.

 

(e)           = ;    =20 In the event of the first = match being=20 drawn after extra time has been completed, a replay shall be played on = the=20 opposing ground.  Should = this second=20 match be drawn, extra time shall be played of 10 minutes each way. If it = is=20 still a draw after extra time, then the winners shall be decided by the = taking=20 of kicks from the penalty spot in accordance with the procedure adopted = by the=20 Football Association.

 

(f)           = ;      =20 The Semi Final and Final Ties = will be=20 played on neutral grounds.  = In the=20 Final Ties, (including re-played ties) the League shall take all gate = receipts=20 and pay reasonable expenses if the receipts warrant it.

 

(g)           = ;    =20 Both Teams shall provide to = the Referee=20 a suitable match ball or be liable to a fine of =A35.00.  The Referee must report the = offending=20 team within 4 days and advise the offending team of his intention to do=20 so.

 

 

Exclusion of=20 Clubs.

 

5.        =20 Any Club refusing or failing to play the Club against which it = has been=20 drawn within the time intimated without sufficient reason for so doing, = shall be=20 expelled from the Competition.

 

 

Qualification = of Players =96=20 Substitutes.

 

6.        =20 (a)        = No=20 player shall be allowed to play for more then one competing Club. =

 

(b)           = ;    =20 Each player must be a = REGISTERED=20 PLAYING MEMBER of the Club.  = Seven=20 players inclusive of a goalkeeper constitute a team in order to commence = a=20 game.

 

(c)           = ;    =20 A player cannot take part in = a Quarter=20 Finals, Semi Final or Final unless he has played in at least FOUR (4) = League=20 games for that team in this League in the current season.

 

(d)           = ;    =20 FIVE (5) Substitutes per team = are=20 permitted in all matches played under the rules of the Competition.  These shall be selected from a = list of=20 up to FIVE (5) players named before the start of the match.

 

(e)           = ;    =20 The Referee MUST be informed = of the=20 names of the possible substitutes on this list before the start of the=20 match.

 

(f)           = ;      =20 A named substitute who does = not take=20 part in the match, is deemed not to have played on that date.

 

(g)           = ;    =20 A player who has been = dismissed by the=20 Referee during a match shall not be replaced.

 

(h)           = ;    =20 A PLAYER WHO LEAVES THE FIELD = FOR ANY=20 REASON MUST NOT TAKE PART IN ANOTHER MATCH UNTIL THAT WHICH HE COMMENCED = HAS=20 ENDED.

 

(i)           = ;      =20 Any Club playing an = in-eligible player=20 shall be liable to be struck out of the Competition, or otherwise dealt = with as=20 the Management Committee may decide.

 

 

 

 

Protests =20 -  Appeals  - =20 Deposits

 

7.        =20 (a)        = All=20 protests must be lodged with the LEAGUE SECRETARY in writing (in = duplicate)=20 within THREE (3) days of the match, and must be accompanied by a fee of = FIVE=20 (=A35.00) POUNDS which sum, in the event of such protests or complaints = not being=20 sustained, may be forfeited.  = No=20 objection relative to ground, goalposts, bars, or apparatus of the game = shall be=20 entertained unless a protest is lodged with the Referee before the = commencement=20 of the match by the Captain and/or Team Manager/protesting team in the = presence=20 of the Team Manager of the opposing team.

 

(b)           = ;    =20 In the event of a Club being=20 dissatisfied with the decision of the League Management Committee, they = shall=20 have the right to appeal to the Association sanctioning the=20 Competitions.

 

(c)           = ;    =20 Such appeal must be within = SEVEN (7)=20 days of the date of receipt of the advice of the decision, and must be=20 accompanied by a fee of TWENTY FIVE (=A325) POUNDS which shall be = forfeited to the=20 Association in the event of the appeal not being sustained.

 

 

Results  = -  Report Forms  - =20 Fines.

 

8.        =20 (a)        = Each=20 Club must send to the LEAGUE SECRETARY, within TWO (2) days of the date = played,=20 the result of the match and the INITIALS and SURNAME of all their = players and=20 also the REFEREE MARKINGS if required as per League Rule 13, or, in = default be=20 fined =A35.00 or dealt with as the Management Committee = decide.

 

(b)           = ;    =20 The Result Card, FULLY AND = CORRECTLY=20 completed, shall be signed by a responsible member of the Club or = referee and=20 the Management Committee shall have the power to take such action as = they deem=20 suitable against a Club and/or individuals who submit as card that is=20 incorrect.

 

 

Referees.

 

9.        =20 (a)       =20 Referees and Assistant Referees for the semi final and final ties = to be=20 appointed by the Management Committee.

 

(b)           = ;    =20 Officials appointed under = this rule=20 shall be entitled to charge a fee of =A310.00 Referees and =A37.00 = Assistants, in=20 addition to second class public transport expenses, which shall be = shared by the=20 two Clubs.

 

           =20 (c)        = In=20 the Semi Finals and Finals failure to pay the Official shall result in a = fine of=20 =A310.00 being levied on the offending Clubs.

 

 

Awards  - =20 Agreements to be Signed.

 

10.       =20 (a)        = At=20 the close of each competition Awards may be made to the winner and = runners up if=20 the funds of the League permit.

 

 

 

 

 

 

 

 

 

(b)           = ;    =20 The following agreement shall = be signed=20 on behalf of the winner of the trophies:

 

=93We=20 =85=85=85=85=85=85=85=85.. of =85=85=85=85=85=85=85=85=85=85 = F.C=85=85=85=85.. and=85=85=85 members representing the said Club,=20 having been declared winner of the Charles Rice Junior and Minor = Football League=20 =85=85=85=85=85=85. Section Trophy, and the same having been delivered = to us by the said=20 League, do hereby on behalf of the said Club jointly and severally agree = to=20 return the same to the League Secretary on or before the 1st = April in=20 accordance with the Rules of the League, and providing the said trophy = is lost=20 or damaged whilst under our care we agree to refund to the League the = amount of=20 its current value or the cost of its thorough repair, whichever the = Management=20 Committee of the League may deem necessary.=94

 

Clubs=20 failing to return cups or trophies by the 1st April will be = fined=20 =A310.00.

 

 

Grounds and = Power of=20 Management.

 

11.           = ;   =20 (a)        = The=20 minimum size of pitches for any Under 11, 12 and 13 games shall be 90 = yards by=20 50 yards wide.

 

(b)           = ;    =20 The minimum size of pitches = for any=20 Under 14 =96 17 games shall be 100 yards by 50 yards wide.

 

(c)        = The=20 minimum size of goal posts for any Under 11, 12 and 13 games shall be 7 = yards by=20 7 feet.

 

           =20 (d)        = The=20 Management Committee shall have the power to apply, act upon, and = enforce the=20 Rules of the Competitions, and shall have jurisdiction over all matters=20 affecting the Competitions, including any not provided for by the=20 Rules.
