Standard=20 Code of Rules  For Youth=20 Competitions

NOMENCLATURE AND=20 CONSTITUTION

 

1.           = ;   =20 (A) This = Competition shall=20 be designated the Charles Rice Junior & Minor Football League, = Invitation=20 and League Cup, and shall consist of not more than 42 Clubs who shall be =
Full Member Clubs and not more than 88 Clubs who shall be Associate = Member=20 Clubs.

 

All such Member Clubs must be affiliated to an = affiliated County Football Association and their names and particulars = shall be=20 returned annually by the appointed date on the Form =93D=94 to the West = Riding=20 County Football Association.  = The=20 area covered by the Competition Membership shall be 20 miles radius from = Selby=20 Abbey.

 

This Competition shall apply annually for = sanction to=20 the West Riding County Football Association and the constituent teams of = Member=20 Clubs may be grouped in divisions, each not exceeding fourteen in=20 number.

 

Member Clubs shall not enter any of their = teams playing=20 in the Competition in any other Competitions (with the exception of F.A. = and=20 County F.A. Competitions) except with the written consent of the = Management=20 Committee of the Competition.

 

The competition will provide 11-a-side = football for=20 players who have attained the age of 10 as at midnight 31st = August in=20 a playing season and Mini-Soccer for players who have attained the age = of 6=20 years but not the age of 10 years as at midnight on 31st = August in a=20 playing season.

 

(B) At the Annual General Meeting or a Special = General=20 Meeting called for the purpose, a majority of the delegates present = shall have=20 power to decided or adjust the compilation of the divisions at their=20 discretion.  When = necessary this=20 Rule shall take precedence over Rule 12.

 

(C) In=20 accordance with the FA Football Development Strategy to promote the FA = Charter=20 Standard Scheme to all affiliated clubs the League is currently working = towards=20 being awarded Charter  = League Status=20 from the commencement of 2010 / 2011.

 

Existing=20 member clubs are to demonstrate that they are dedicated to = achieving  Charter Standard=20

Any new Clubs=20 seeking membership of the League from the Commencement of the = season 

2010 / 2011=20 must be Charter Standard  = accredited=20 or alternatively achieve  = Charter=20 Standard  accreditation = within 12=20 months from the date of application approval to join the = League.

 

 

 

 

ENTRY FEE, SUBSCRIPTION,=20 DEPOSIT

 

2.           = ;   =20 (A) Applications = by Clubs=20 for admission to this Competition or the entry of an additional team(s) = must be=20 made in writing to the Secretary and must be accompanied by an Entry Fee = of=20 =A32.00, per team, which shall be returned in the event of=20 non-election.

 

At the discretion of a majority of the = accredited voting=20 member=92s present applications, of which due notice has been given, may = be=20 received at the annual General Meeting or a Special General = Meeting.  The Entry Fee shall=20 apply.

 

When Rule 12 (B) is applied and a team seeks a = transfer=20 or is compulsorily transferred to another division no Entry Fee shall be = payable.

 

(B) The Annual Subscription shall be =A330.00 = per Team=20 playing 11-a-side football and =A330.00 per Team playing Mini-Soccer = payable on or=20 before the 31st August in each year.

 

(C) Each club shall, within 7 days of the day = of=20 election, pay a Deposit of =A310.00 which shall be returnable to Clubs = on leaving=20 the Competition provided they have fulfilled their fixtures and complied = with=20 all orders of the Management Committee.

 

(D) A Club shall not participate in this = Competition=20 until the Entry Fee, Annual Subscription and Deposit have been=20 paid.

 

 

 

(E) Clubs must advise annually to the = Secretary in=20 writing by 6th August of its appropriate County Football = Association=20 affiliation number for the forthcoming Season, failing which they shall = be fined=20 =A310.00.  Clubs must = advise the=20 Secretary in writing, or on the prescribed form, of details of its = Headquarters,=20 Officers and any other information required by the=20 Competition.

 

 

 

OFFICERS

 

3.           = ;   =20 The Officers of = the=20 Competition shall be the President, Vice-Presidents, Chairman, = Vice-Chairman,=20 Treasurer, Secretary, Registration Secretary and Referees Secretary to = be=20 elected annually at the Annual General Meeting.

 

MANAGEMENT, NOMINATION,=20 ELECTION

 

4.           = ;   =20 (A) The = Competition shall=20 be governed in accordance with the Rules and Regulation of the Football=20 Association by a Management Committee comprised of the Officers and Ten = (10)=20 members who shall be elected at the Annual General=20 Meeting.

All = participants shall=20 abide by the Football Association Regulations for safeguarding children = as=20 determined by the Association from time to time.

 

(B) Retiring Officers shall be eligible to = become=20 candidates for re-election without nomination.  All other candidates for = election as=20 Officers or Members of the Management Committee shall be nominated to = the=20 Secretary in writing, signed by the Secretaries of two Member Clubs, not = later=20 than 12th May in each year. =20 Names of the candidates for election shall be circulated with the = notice=20 of the Annual General Meeting.  = In=20 the event of there being no nomination in accordance with the foregoing = for any=20 office, nominations may be received at the Annual General=20 Meeting.

 

           &nbs= p;=20 (C) The Management Committee shall meet monthly/as often as is = necessary=20 to deal with business as it arises.

 

           &nbs= p;=20 On receiving a requisition signed by two-thirds of the Members of = the=20 Management Committee the Secretary shall convene a meeting of the=20 Committee.

 

           &nbs= p;=20 (D) Except where otherwise mentioned all communications should be = addressed to the Secretary who shall conduct the correspondence or the=20 Competition and keep a record of its proceedings.

 

           &nbs= p;=20 (E) All communications received from Clubs must be conducted = through the=20 nominated Officers.

 

POWERS OF=20 MANAGEMENT

 

5.           = ;  =20 (A) The = Management=20 Committee may appoint such other sub-committees as they may consider = necessary=20 and may delegate such of their powers, as they deem necessary to such=20 committees.  The decisions = of all=20 such committees shall be reported to the Management Committee for = ratification.=20 The Management Committee shall = have=20 power to deal only with matters within the Competition and not for any = matters=20 of misconduct that are under the jurisdiction of the Football = Association or=20 affiliated Association =20

 

(B) Subject to the permission of the West = Riding County=20 Football Association having being obtained the Management Committee may = order a=20 match or matches to be played each season, the proceeds to be devoted to = the=20 funds of the Competition and, if necessary, may call upon each Club = (including=20 any Club which may have withdrawn during the season) to contribute = equally such=20 sums as may be necessary to meet any deficiency at the end of the season = (see=20 Rule 6(e)).

 

(C) Each Member of the Management Committee = shall have=20 the right to attend and vote at all Management Committee Meetings and = have one=20 vote thereat, but no Member shall be allowed to vote on any matters = directly=20 appertaining to such Member or to the Club so represented. 

 

In the event of the voting being equal on any = matter,=20 the Chairman shall have a second or casting vote.

 

 

 

 

(D) The Management Committee shall have powers = to apply,=20 act upon and enforce the Rules of the Competition and shall also have=20 jurisdiction over all matters affecting the Competition, including any = not=20 provided for in the Rules.  = Except=20 where these Rules provide for the imposition of a set penalty any Club, = Club Official ( limited to Chairman, Secretary = or=20 Treasurer) or player alleged to be in breach of a Competition Rule = must be=20 formally charged in writing and given the opportunity to present their = case=20 before the Management Committee. Finacial penalties can only be = imposed if=20 included within the set penalties for breaches of Competition  = Rules

All breaches of the Laws of the Game, Rules = and=20 Regulations of The Football Association shall be dealt with in = accordance with=20 F.A. Rules.

 

(E) All decisions of the Management Committee = shall be=20 binding subject to the right of appeal to the Board of Appeal in = accordance with=20 Rule 16.

 

Decisions of the Management Committee must be = notified=20 in writing to those concerned within seven days.

 

(F) Five Members of the Management Committee = shall=20 constitute a quorum for the transaction of business of the Management = Committee=20 and three members shall constitute a quorum for the transaction of = business by=20 any sub-committee of the Competition.

 

(G) The Management Committee, as it may deem = necessary,=20 shall have power to fill in an acting capacity, any vacancies that occur = amongst=20 their number.

 

(H) A Club having failed to comply with an = order or=20 instruction of the Management Committee, or failing to satisfactorily = attend to=20 the business and/or the correspondence of the Competition shall be = liable to be=20 fined or otherwise penalised at the discretion of the Management=20 Committee.

 

(I) All fines and charges shall be paid within = 14 days=20 of posting of the written notification.

 

           &nbs= p;=20 Clubs, Officials or individuals committing a breach of this Rule = will=20 incur such penalties as the Management Committee may=20 impose.

 

           &nbs= p;=20 (J) A member of the Management Committee appointed by the = Competition to=20 attend a meeting or match may have any expenses incurred refunded by the = Competition.

 

           &nbs= p;=20 (K) The Management Committee shall have the power to fill any = vacancy=20 that may occur in the membership of the Competition between the Annual = General=20 or Special General Meeting called to decide the constitution and the=20 commencement of the Competition season.

 

          =20 ( L) No participant under the age of 18 can be fined. Fines for = non=20 attendance at League meetings  = shall=20 be =A310.00

 

ANNUAL=20 GENERAL MEETING

 

6.           = ;   =20 (A) The Annual = General=20 Meeting shall be held not later than 30th June in each = year.  At this meeting the following = business=20 shall be transacted provided that at least 25 Members are present and = entitled=20 to vote:-

 

(    i) To receive and = confirm the=20 Minutes of the preceding Annual General Meeting.

(   ii)=20 To consider any business arising therefrom.

(  = iii) To=20 receive and adopt the Annual Report, Balance Sheet and Statement of=20 Accounts.

(  = iv)=20 Election of Clubs to fill vacancies (as recommended by the Management=20 Committee).

(   v)=20 Constitution of the Competition for ensuing = season.

(  = vi)=20 Election of Officers and Management Committee.

( vii) Appointment of = Auditors.

(viii) Alteration of Rules, if any (of which = notice has=20 been given).

           &nbs= p;=20 (  ix) Fix the date = for the=20 commencement and conclusion of playing season.

           &nbs= p;=20 (   x) Other = business of=20 which due notice shall have been given and accepted as being relevant=20 to

           &nbs= p;=20         =20 an Annual General Meeting.

 

           &nbs= p;=20 (B) A copy of the duly audited/verified Balance Sheet, Statement = of=20 Accounts and Agenda shall be forward to each Club at least fourteen days = prior=20 to the meeting, and to the West Riding County Football Association. 

 

           &nbs= p;=20 (C) A signed copy of the duly audited/verified Balance Sheet and=20 Statement of Accounts shall be sent to the West Riding County Football=20 Association within fourteen days of its adoption by the Annual General=20 Meeting.

 

           &nbs= p;=20 (D) Each Full Member Club shall be empowered to send two = delegates to an=20 Annual General Meeting.  = Each Club=20 shall be entitled to one vote only. =20 Not less than seven days notice shall be given of any=20 Meeting.

 

           &nbs= p;=20 Associate Member Clubs may be represented at an Annual General = Meeting in=20 the proportion of one representative for each six or part of six = Associate=20 Member Clubs and such representatives shall exercise the powers and = rights of=20 Full Members at such meetings.

 

           &nbs= p;=20 (E) Clubs who have withdrawn their Membership or the Competition = during=20 the season being concluded or who are not continuing Membership shall be = entitled to attend but shall vote only on matters relating to the season = being=20 concluded.  This provision = will not=20 apply to Clubs expelled in accordance with Rule = 17.

 

           &nbs= p;=20 (F) All voting shall be conducted by a show of voting cards = unless a=20 ballot be demanded by at least one third of the delegates qualified to = vote or=20 the Chairman so decides.

 

           &nbs= p;=20 (G) no individual shall be entitled to vote on behalf of more = than one=20 Full Member Club unless the individual is also appointed to vote as a=20 representative of a group of Associate Member = Clubs.

 

           &nbs= p;=20 (H) Any continuing Member Club failing to be represented at the = Annual=20 General Meeting without satisfactory reason being given shall be fined=20 =A320.00.

 

(I)           = ;      =20 Officers and = Management=20 Committee members shall be entitled to attend and vote at an Annual = General=20 Meeting.

 

AGREEMENT=20 TO BE SIGNED

 

7.           = ;   =20 The Chairman and = the=20 Secretary of each Club shall complete and sign the following agreement = which=20 shall be deposited with the Competition together with the Application = for=20 Membership for the coming season, or upon indicating that the Club = intends to=20 compete.

 

=93We, A ________________________ of=20 ______________________________ (Chairman) and B = _____________________________of=20 _____________________________(Secretary) of the=20 ­______________________________Football Club have been provided with = a copy=20 of the Rules and Regulations of the ___________________________ = Competition and=20 do hereby agree for and on behalf of the said Club, if elected or = accepted into=20 Membership, to conform to those Rules and Regulations and to accept, = abide by=20 the implement the decisions of the Management Committee of the = Competition,=20 subject to the right of appeal in accordance with Rule 16.=94=20

 

Any alteration of the Chairman and/or = Secretary on the=20 above Agreement must be notified to the appropriate County Football = Association=20 to which the Club is affiliated and to the Secretary of the=20 Competition.

 

QUALIFICATION OF = PLAYERS

 

8.           = ;   =20 (A) Contract = players, as=20 defined in Football Association Rules, are not permitted in this=20 Competition.

 

No player registered with a F.A. Premier = League or=20 Football League Academy will be permitted to play in this = competition.  A Player registered with a = Centre of=20 Excellence may only play in this Competition subject to the Regulations = of the=20 Programme of Excellence.

 

(B) A registered youth playing member of a = Club is one=20 who, being in all other respects eligible, has:-

 

(1)     = Signed a fully = and=20 correctly completed Competition registration form in ink, countersigned = by=20 his/her parent or guardian and by an Officer of the Club, and who has = been=20 registered with the (Registrations) Secretary two days prior to playing = an whose=20 completed registration counterfoil has been received by the Club prior = to=20 playing.  The registration = document=20 must incorporate any known  serious=20 medical conditions of the player and emergency contact details of the = players=20 parents or guardians.  = These details=20 must be available at matches and training events the player attends = within the=20 management of the Club or Competition.

 

(2)     = Signed a fully = and=20 correctly completed Competition registration form in ink on a match day = prior to=20 playing, countersigned by an Officer of the Club and witnessed by an = Officer of=20 the opposing Club, and submitted to the (Registrations) Secretary within = two=20 days (Sunday excluded) subsequent to the match.  The player shall not again = play until=20 the Club is in possession of the completed counterfoil.  A maximum of two players may = be=20 registered in this way.  = These=20 details must be available at matches and training events the player = attends=20 within the management of the Club or Competition.

 

 

 

The registration document must incorporate a = current=20 passport-size photograph of the player seeking registration together = with proof=20 of the player=92s date of birth.

 

The = qualification dates=20 for the competition shall be as follows:-

 

Mini Soccer

 

Under 7 =96 the player must have attained the = age of 6 as=20 at midnight on 31st August in the playing season but must be = under=20 the age of 7 as at midnight on 31st August in the playing=20 season.

 

Under 8 =96 the player must be under the age = of 8 as at=20 midnight on 31st August in the playing = season.

 

Under 9 - the player must be under the age of = 9 as at=20 midnight on 31st August in the playing season. =

 

Under 10 - the player must be under the age of = 10 as at=20 midnight on 31st August in the playing = season.

 

In accordance with the foregoing = qualifications a player=20 in the above age ranges must not play in a match where any other player = is older=20 or younger by 2 years or more.

 

Youth Football

 

Under 11 =96 the player must have attained the = age of 10=20 but must be under the age of 11 by midnight 31st August in = the=20 playing season.

 

Under 12 - the player must be under the age of = 12 as at=20 midnight on 31st August in the playing = season.

 

Under 13 - the player must be under the age of = 13 as at=20 midnight on 31st August in the playing = season.

 

Under 14 - the player must be under the age of = 14 as at=20 midnight on 31st August in the playing = season.

 

Under 15 - the player must be under the age of = 15 as at=20 midnight on 31st August in the playing = season.

 

Under 16 - the player must be under the age of = 16 as at=20 midnight on 31st August in the playing = season.

 

Under 17 - the player must be under the age of = 17 as at=20 midnight on 31st August in the playing = season.

 

Under 18 - the player must be under the age of = 18 as at=20 midnight on 31st August in the playing = season.

 

In accordance with the foregoing = qualifications a player=20 under the age of 15 as at = midnight=20 on 31st August in the playing season must not play in a match = where=20 any other player is older or younger by 2 years or = more.

 

(The above qualification dates are subject to = the=20 provisions contained in FA Rule C.4(a)(v)).

 

 

(C)          =20 A team shall not = include=20 more than four players who have taken part in any County FA or more = senior=20 competition matches during the current season unless a period of 42 days = has=20 elapsed since they played.

 

For the purpose of this Competition a senior = competition=20 is  FA Youth=20 Cup

 

(D)          =20 A player having = taken part=20 in matches for any Club affiliated to any County Football Association = shall not=20 be allowed to join, be transferred to, or sign for a Club in the = Competition=20 without first proving to the officials of the intended Club that the = player has=20 discharged all reasonable financial liabilities to the previous Club or = Clubs,=20 and a Club official may not accept such player=92s signature without = first=20 ascertaining whether such claims have been discharged to the = satisfaction of the=20 Club, or Clubs, for which the player last played.

 

(E)           = ;=20 A fee of 10p = shall be paid=20 for each player registered. A maximum of 21 players per team at any one = time may=20 be registered. Teams wishing to register any additional players must = first=20 de-register player/s so as to keep within the maximum 21=20 players

 

Registration forms shall be obtained from the=20 (Registrations) Secretary on prepayment of =A31.00 per 25=20 forms.

 

(F)           = ;=20 The Management = Committee=20 shall decide all registration disputes.

 

In the event of a player signing a = registration form or=20 having a registration submitted for more than one Club priority of = registration=20 shall decide for which Club the player shall be registered.  The (Registrations) Secretary = shall=20 notify the Club last applying to register the player of the fact of the = previous=20 registration.

 

(G)          =20 It shall be = deemed=20 misconduct for a player to:-

 

(i)           = ;           =20 Play for more = than one=20 Club in the Competition in the same season without = first

   =    being=20 transferred.

(ii)           = ;          =20 Having signed = for one Club=20 in the Competition, sign for another Club in the Competition in that = season=20 except for the purpose of a transfer.

(iii)           = ;        =20 Submit a signed=20 registration form for registration that the player had wilfully = neglected to=20 accurately or fully complete.

 

(H)       = (i)           &nbs= p;      =20 The Management Committee shall have power to accept the = registration of=20 any

           &nbs= p;=20            &nbs= p;      =20 player.

 

          =20 (ii)           =20 The Management Committee shall have power to refuse, cancel or=20

           &nbs= p;=20          =20        suspend=20 the registration of any player who ;-

           &n= bsp;    =20            has=20 been charged and found guilty of registration irregularities (Subject to = Rule 16=20 )          

           &nbs= p;=20            &nbs= p;      =20 proved guilty of registration irregularities. (Subject to Rule=20 16)

 

(iii)  =20       The=20 Management Committee shall have power to make application to refuse or =

           &n= bsp;  =20 cancel the registration of  any player charged and found = guilty of=20 undesirable conduct.

       =     (Subject to = Rule 16) subject to the right of appeal to = the=20 FA  or relevant County =     Football Association = Undesirable=20 conduct shall mean an incident of repeated conduct which may deter a = participant=20 from being involved in this competition.

 

           &nbs= p;=20 (Note:  Action = under Clause=20 (iii) shall not be taken against a player for misconduct on the field of = play=20 until the matter has been dealt with by the appropriate Association, and = then=20 only in cases of the player bringing the Competition into disrepute and will in any case be subject = to an=20 appeal to the Football Association ) For the purpose of this Rule, = bringing the=20 competition into disrepute can only be considered where a player has = received in=20 excess of 112 days suspension,10 matches in match based discipline, in a = period=20 of two years or less from the date of the first=20 offence

 

 

 

 

( I)  Subject to The Football = Association=20 Rules dealing with players without a written contract when a      player = desires a=20 transfer, the Club the player wishes to transfer to shall submit a = transfer form=20 to the (Registrations) Secretary accompanied by a fees of =A31.00.  Such transfer shall be = referred by the=20    (Registrations)=20 Secretary to the Club for which the players is registered.  Should this Club object to the = transfer=20 it should state its objections in writing to the (Registrations) = Secretary and=20 to the player concerned within seven days of receipt of the transfer = form.  Upon receipt of the Club=92s = consent, or=20 upon its failure to given written objection within seven days, the=20 (Registrations) Secretary may, on behalf of the Management Committee, = transfer=20 the player who shall be deemed eligible to play for the new Club from = such date=20 or 2 days after receipt of such transfer.

 

In the event of an objection to a transfer the = matter=20 shall be referred to the Management Committee for a=20 decision.

 

J)           = ;   =20 A player may not = be=20 registered for a Club nor transferred to another Club in the Competition = after=20 31st January except by special permission of the Management=20 Committee.

 

K)        = A=20 Club shall keep a list of the players its registers and a record of the = games,=20 in which they have played, and shall produce such records upon demand by = the=20 Management Committee.

          =20 Registrations are valid for one season only

 

           &nbs= p;=20 In the event a Club has more than one team in an age group, each = team=20 must be clearly designated =93A=94 and =93B=94 etc.  In such cases, players will be = registered for one team only.  = A=20 player so registered will be allowed to play for his Club in a younger = or older=20 age group within the provisions of Rule 8(B).

 

L )      A = register=20 containing the names of all players registered for each Club, with the = date of=20 registration,    shall be=20 kept by the (Registrations) Secretary and shall be open to the = inspection of any=20 duly appointed Member Club representative at all Management Committee = meetings=20 or at other times mutually arranged .Registrations are valid for one = season=20 only.

In the event=20 of a player without a written contract changing his status to that of a = contract=20 player with the same club, another club in the competition or with = another=20 Competition his registration as a player without a written contract will = automatically be declared void. In order to play  in the League again either for = his=20 original Club or for another Club it will be necessary for him to be=20 re-registered as required by this rule.

 

M)          =20 A player shall = not be=20 eligible to play for a team in any special championship, promotion or = relegation=20 deciding match (as specified in Rule 12 (A)) unless the player has = played two=20 games for that team in this Competition in the current=20 season.

 

N)           = ; =20 A player who has = played=20 for a team in the Premier/1st Division four times or more = shall not=20 in that season be eligible to player in a lower Division except by = permission of=20 the Management Committee.

.

 

O)       =20 (i)           &nbs= p;=20 Any team playing an unregistered or otherwise ineligible player = or player=20 shall have the points gained in the match deducted from its total and = may be=20 fined and/or otherwise dealt with at the discretion of the Management=20 Committee.

 

(ii)           = ;=20 In addition the = team may=20 have three points deducted from its total at the discretion of the = Management=20 Committee and may be dealt with in any further manner which is thought = to be=20 fit.

 

(iii)          =20 The Management = Committee,=20 at its discretion, award the points available in the match in question = to the=20 opponents , subject to the match not being ordered to be=20 replayed.

 

(The following = Clause=20 applies to Competitions involving players in full-time secondary=20 education

 

 

P)        =20 (i)           &nbs= p;=20 Priority must be given at all times to school and school = organisations=20 activities.

           = ;=20  

(ii)           = ;=20 The availability = of=20 children must be cleared with the Head Teachers (except for=20 Sunday

           &nbs= p;=20 Competitions.

 

(iii)          =20 Children under = 14 shall to=20 play in a team involving players who are more than 2 = years

           &nbs= p;=20 older.

CLUB=20 COLOURS, CLUB NAME

 

9.         =20 (A)           &nbs= p;=20 Every club must register the colour of its shirts and shorts with = the=20 Secretary by August 6th who shall decide as to their=20 suitability.

 

           &nbs= p;=20 Goalkeepers must wear colours, which distinguish them from other = players=20 and the referee.

 

           &nbs= p;=20 No player, including the goalkeeper, shall be permitted to wear = black or=20 very dark shirts.

 

           &nbs= p;=20 Any team not being able to play its normal colours as registered = with the=20 Competition shall notify the colours in which they will play to its = opponents at=20 least three days before the match.

 

           &nbs= p;=20 If, in the opinion of the referee, two Clubs have the same or = similar=20 colours, the away team shall make the change.  Any team not having a change = of colours=20 or delaying the kick-off by not having a change shall be fined=20 =A35.00.

 

           &nbs= p;=20 The Secretary of the Competition may request shirts to be = submitted if=20 complaints are received as a lack of distinguishing colours and the = Management=20 Committee may refuse to permit any shirts or shorts as they think = fit.  Shirts must be=20 numbered.

 

(B)          =20 Any Club wishing = to change=20 its name and/or colours must seek permission from its affiliated County = Football=20 Association and from the Management Committee.

 

PLAYING=20 SEASON, CONDITIONS OF PLAY

 

TIMES OF=20 KICK-OFF, POSTPONEMENTS, SUBSTITUTES

 

10.       =20 (A)           &nbs= p;=20 The Annual General Meeting shall determine the commencing and = concluding=20 dates for the ensuing season, which shall be in accordance with Football = Associations Rules.  No = Club shall=20 be compelled to play after the concluding date.  Original fixtures arranged by = the=20 (Fixtures) Secretary, or at a meeting specially convened for the = purpose, to be=20 held no later than April 12th must not be arranged for a date = later=20 than seven days preceding the concluding date determined by the Annual = General=20 Meeting.

 

           &nbs= p;=20 If mutually arranged at a meeting a list of fixtures must be = forwarded to=20 the (Fixtures) Secretary within seven days of the meeting.  Fixtures are deemed to be = accepted=20 unless objections are received by the (Fixtures) Secretary within = fourteen days=20 of their issue.

 

           &nbs= p;=20 Any club failing to be represented at a fixture meeting or = otherwise=20 infringing this Rule shall be liable for a fine of =A35.00 and the = Management=20 Committee or the (Fixtures) Secretary shall arrange that Club=92s=20 fixtures.

 

(B)   All matches shall be = played in=20 accordance with the Laws of the Game as determined by the International = Football=20 Association Board or, for Mini-Soccer; the Laws of Mini-Soccer as set = down by=20 the Football Association.

Clubs must = take all=20 reasonable precautions to keep their grounds in a playable = condition.  All matches shall be played on = pitches=20 deemed suitable by the Management Committee.  If through any fault of the = home team a=20 match has to be replayed, the Management Committee shall have power to = order the=20 venue to be changed.

 

The Management = Committee=20 shall have power to decide whether a pitch and/or facilities are = suitable for=20 matches in the Competition and to order the Club concerned to play its = fixtures=20 on another ground.

 

All matches = shall have a=20 duration as set out below unless a shorter time (not less than 60 = minutes) is=20 mutually arranged by the two captains in consultation with the referee = prior to=20 the commencement of the match, and in any event shall be of equal=20 halves.

 

For = Mini-soccer =96 the=20 duration of play shall be as follows for under 7 and under 8 age = groups.  15 minutes each way and for = under 9 and=20 under 10.-20 minutes each way.

 

For Youth = football =96 the=20 duration of play shall be as follows unless it is mutually agreed by all = parties=20 to reduce the time.  For = under 11=20 and under 12.  30 minutes = each half;=20 for under 13, 14 35 minutes each half and under 15 and under 16  40 minutes each half; under 17 = and under=20 18,- 45 minutes each half.

 

The minimum = time for any=20 game will not be less than 20 minutes each half for players in the under = 14 age=20 group and below and 25 minutes each half for all other age=20 groups.

 

No player = under the age of=20 17 as at midnight on 31st August in any season shall be = permitted to=20 play more than one game or, in the event the competition allows the = playing of a=20 double-header, i.e. two separate matches, 100 minutes per day in this=20 Competition.

 

The times of = kick-off=20 shall be fixed by the AGM or the Management Committee.  Any Club failing to commence = at the=20 appointed times shall  be = fined a=20 sum not exceeding ten pounds or be otherwise dealt with as the = Management=20 Committee may determine.

Sept/Oct/ = Mar/April  - 2;30

Nov/Dec/Jan/Feb       = -=20 2;15

Referees must = order=20 matches to commence at the appointed time and must report all late = starts to the=20 Competition.

Clubs with = several teams=20 will have to stagger kick off times. All =20 Clubs to be flexible on kick off times to suit home clubs = commitments=20 where possible.

 

The home team = must provide=20 at least two footballs fit for play and the referee shall make a report = the=20 Competition if the footballs are unsuitable.  The size of football to be = used shall be=20 For Mini-soccer; size 3 for players in the under 7 and 8 age categories; = size 4=20 for under 9 and 10; for youth football =96 size 4 for those playing = under 11,12,=20 13 and 14 age groups; size 5 for all other age groups.  Goal nets must be=20 used.

 

(C)           = ;         =20 Except by = permission=20 of the Management Committee all matches must be played on the dates = originally=20 fixed but priority shall be given to The Football Association and all = relevant=20 County Associations Cup Competitions. =20 All other matches must be considered secondary.  Clubs may mutually agree to = bring=20 forward a match with the consent of the (Fixtures) Secretary. No Club will be allowed to = postpone in=20 excess of three fixtures in one season unless the following = circumstances=20 apply;-

 

The pitch=20 surface is unplayable

The Football=20 Association Competition and / County Cup competition takes precedent on = the day=20 of the proposed fixture.

School=20 activity  to be honoured,=20 confirmation in writing required

In the event=20 of a club having had three prior postponements and the above conditions = not=20 being met points will be awarded  = to=20 their opponents in accordance with League Rules should they fail to = fulfil the=20 fixture at the appointed time and date

 

(D)           = ;         =20 The Secretary of = the home=20 Club must give notice in writing of full particulars of the location of, = and=20 access to, the ground and time of kick-off to the match officials and = the=20 Secretary of the opposing Club at least five clear days prior to the = playing of=20 the match.  The away Club = shall seek=20 and acknowledge receipt of such particulars.

 

Any Club = failing to comply=20 with this Rule shall be liable to a fine of = =A310.00

 

 

(E)           = ;=20 Every Club shall = play its=20 best available qualified team or teams in all matches in the=20 Competition.

(Note: The = intention to=20 this rule is not to interfere with normal team selection by Clubs, but = to=20 prevent Clubs deliberately fielding a weakened team in order to = unreasonably=20 reserve players for another game or to boost the strength of another or = lower=20 team  If, in the opinion = of the=20 Management Committee, the substance or spirit of the Rule is obviously = being=20 disregarded, the Club or Clubs concerned may be called to account for = its/their=20 actions and shall be subject to such decisions as the Management = Committee may=20 determine, despite the fact that Rule 8 has not been=20 infringed).

 

In the event = of a Club=20 playing in any match with less than 10 players they may be fined =A31.00 = for each=20 missing player.  A minimum = of 7=20 players will constitute a team for a Competition = match.

 

           &nbs= p;=20 (F)    = Home and away=20 matches shall be played.  = In the=20 event of a Club failing to keep its engagement     the Management = Committee=20 shall have power to inflict a fine, deduct points from and defaulting = Club,=20 award the points to the opponents, order the defaulting Club to pay any = expenses=20 incurred by the opponents or otherwise deal with them except the ward of = goals.  Notwithstanding = the=20 foregoing home and away provision, the management Committee shall have = power to=20 order a match to be played on a neutral ground or on the opponent=92s = ground if=20 they are satisfied that such action is warranted by the=20 circumstances.

 

           &nbs= p;=20       =20 Any Club with more than one team in the Competition shall always = fulfil=20 its fixture, within the Competition, in the following order of = precedence =96=20 First Team, Reserve Team.  Clubs=20  in breach of this = requirement shall=20 be fined a sum not exceeding =A320.00 or otherwise dealt with by the = Management=20 Committee.

 

           &nbs= p;=20       =20 Notice of postponement of any match must be given without delay = by the=20 postponing Club.  Such = notice must=20 be given 7 (days) by the Club to the (Fixtures) Secretary, the = Competition=20 Referees Appointments Secretary, the Secretary of the opposing Club and = the=20 match officials.  Any Club = failing=20 to comply shall be dealt with by the Management Committee who may = inflict any=20 penalty it may deem suitable.

 

           &nbs= p;            = ;=20 In the event of a match not being played or abandoned owing to = causes=20 over which neither Club has control, it shall be played in its entirety = on a=20 date to be mutually agreed by the two Clubs and approved by the = Management=20 Committee.  Failing such = agreement=20 and notification to the (Fixtures) Secretary with 7 days the Management=20 Committee shall have power to order the match to be played on a named = date or on=20 or before a given day.

 

           &nbs= p;=20       =20 The Management Committee shall review all matches abandoned in = cases=20 where it is consequent upon the conduct of either or both teams .Where =  it is to the advantage of the = Competition=20 and does not injustice to either Club =20 the Management Committee shall be empowered to order the score at = the=20 time of the abandonment to stand. =20 In all cases where the Management Committee are satisfied that a = match=20 was abandoned owing to the conduct of one team or its Club member(s) = they shall=20 be empowered to award the points for the match to the opponents and/or = take what=20 other action they may deem necessary. =20 In cases where a match has=20 been abandoned owing to the conduct of both teams or their Club = members, the=20 Management Committee shall  rule all points for the match = as void.=20 No fine(s) can be applied by the Management Committee for an abandoned=20 match.   Such = action is=20 subject to any disciplinary action taken by the appropriate Affiliated = Football=20 Association.

 

( G)      A club = may at is=20 discretion and in accordance with the Laws of the Game use 5 substitute = players=20 in any match in this Competition who may be selected from 5=20 players.

           &nbs= p;=20

           &nbs= p;=20 For Mini-Soccer =96 any number of substitutions may be used at = any time=20 with the permission of the Referee. =20 Entry on to the field of play will only be allowed during a = stoppage in=20 play.  A player who has = been=20 replaced may return to play as a substitute for another=20 player.

 

           &nbs= p;=20 For Youth Football =96 for teams in the under 16 age group and = below, a=20 player who has been substituted himself becomes a substitute and may = replace=20 another player at any time subject to the substitution being carried out = in=20 accordance with law 3 of the Laws of Association = Football.

 

           &nbs= p;=20 The Referee shall be informed of the names of the substitutes not = later=20 than 15 minutes before the start of the match.

 

           &nbs= p;=20 A player who has been selected, appointed or named as a = substitute before=20 the start of the match but does not actually play in the game shall not = be=20 considered to have been a player in that game with the meaning of Rule 8 = of this=20 Competition.

 

           &nbs= p;=20 ( H)       =20 The half time interval shall be of 10 minutes duration, but is = shall not=20 exceed fifteen minutes.  = The half=20 time interval may only be altered with the consent of the=20 referee.

 

REPORTING=20 RESULTS

 

11.       =20 (A)      =20 The (Registration/Fixtures) Secretary must received with 3 days = of the=20 date played, the result of each Competition match in the prescribed = manner.  This must include the = forename(s) and=20 surname of the team players (in block letters) and also the Referee = markings=20 required by Rule 13, or any other information required by the = Competition.  Failure to do so will incur a = fine of=20 =A35.00 and/or the Club being dealt with as the Management Committee=20 decide.

 

(B)          =20 The Home Club = shall=20 telephone the result of each match to the Result Secretary 6.30 pm on = the day of=20 the fixture.

 

(C)          =20 The match result = notification, correctly completed, shall be signed by a responsible = member of=20 the Club.  The Management = Committee=20 shall have power to take such action as they deem suitable against a = Club which=20 submits an incomplete form or incorrect = information.

 

(D)          =20 Before a game commences each team shall = complete a match=20 report form listing,(Match, Players, Substitutes ) copies of which must = be=20 handed to the opposing Team Manager. Clubs failing to do this shall be = liable to=20 a fine not exceeding =A35.00. Each team must retain a copy of their = opponents=20 Match Report Form.

 

 

 

DETERMINING = CHAMPIONSHIP

 

12.       =20 (A)      =20 Team rankings within the Competition will be decided by points = with 3=20 points to be awarded for a win and 1 point for a drawn match.  The teams gaining the highest = number of=20 points in their respective Divisions at the conclusion shall be adjudged = the=20 winners.  Matches must not = be played=20 for double points.

           &n= bsp;          =20 In Mini Soccer points can only be awarded for Under 9 and Under = 10=20 Competitions.

  

           &nbs= p;            = ;=20 In the event of two or more teams being equal on points teams = ranking=20 will be decided in the following way =96 Deciding match(es) played under = conditions determined by the Management Committee. In this instance = ,Goal=20 average, Goal difference or Goals scored does not apply for any division = ranking.

 

           &nbs= p;            = ;=20 For deciding matches, in the event of the scores in a special=20 championship match played under conditions determined by the management=20 committee being level at the end of the game 20 minutes extra time shall = be=20 played in two equal periods of 10 minutes. =20 If no goal is scored during extra time, the winners will be = determined by=20 the taking of kicks from the penalty mark in accordance with the = International=20 Board Decision contained in the Laws of Association=20 Football.

 

(B)          =20 Automatic = promotion and=20 relegation shall be applied for the first three and the last three teams = in each=20 Division except as provided for hereunder, subject to the provisions of = Rule=20 1(b).

 

(i)   =20 should one or = more teams=20 withdraw from any one Division after the fixtures have commenced an = equal number=20 of team to those withdrawing in that Division shall not be automatically = relegated.

(ii)   = Vacancies occurring after the conclusion of = the season=20 may be filled on any of the following ways:-

a)           = ;       =20 retention of = otherwise=20 relegated teams(s)

b)           = ;       =20 additional = promotion of=20 the next ranked team(s) from the Division below

c)           = ;       =20 election.

 

(iii)=20 The last three = teams in=20 the lowest Division shall retire, but be eligible for re-election except = as=20 below, and be subject to the conditions of paragraph (B) (i)=20 above.

 

 

           &nbs= p;=20 (C)      =20 In the event of a team not completing 75% of its fixtures for the = season=20 all points obtained by or recorded against such defaulting team shall be = expunged from the Competition table.

           &nbs= p;=20

 

13           = ; =20            &n= bsp;           &nb= sp;           &nbs= p;            = ;            =      REFEREES

 

 

           &nbs= p;=20 (A)      =20 Registered Referees and Assistant Referees for all matches shall = be=20 appointed in a manner approved by the Management Committee and by the=20 sanctioning Association(s).

 

(B)          =20 In the event of = the=20 non-appearance of the appointed Referee the appointed senior Assistant = Referee=20 shall take charge and a substitute Assistant Referee appointed by the = competing=20 Teams.  In cases where = there are no=20 officially appointed Assistant Referee, or where the competition has = been unable=20 to appoint a Referee, the Clubs shall agree upon a Referee.  A Referee thus agreed upon = shall, for=20 that game, have the full powers, status and authority of a registered=20 Referee.

 

(C)          =20 The Management = Committee=20 may, if they consider it desirable, or upon application by the two = competing=20 Clubs, appoint Assistant Referees, if available, to any match.  Where Assistant Referees are = not=20 appointed each Team shall provide a Club Assistant Referee.  Failure to do so will result = in a fine=20 of =A33.00 being imposed on the defaulting Club.

 

 

(D)          =20 The appointed = Referee=20 shall have power to decide as to the fitness of the ground in all = matches and=20 the decision shall be final subject to either in the case of a ground of = a Local=20 Authority or the owners of a ground, the Representative of that body is = the sole=20 arbiter and whose decision must be accepted unless the ground is = declared fit=20 for play.

 

(E)           = ;=20 Match Officials = appointed=20 under this Rule shall be entitled to charge standard class public = transport=20 expenses or private car expenses of 20p per mile and any other = permitted=20 expenses actually incurred together with the following match fees:- 

 

           &nbs= p;=20 Referees =A312.00, = Registered=20 Referees appointed by the Management Committee as Assistant Referees =A39.00 subject to any limits = laid down=20 by the sanctioning Association(s).

 

      The = Home Club=20 shall pay the Officials their fees and expenses before the match. No Referee shall be expected to = wait more=20 than 20 (twenty) minutes, except in extreme circumstances. After this = period of=20 time a referee shall be free from his obligations to the match, provided = he=20 reports to the League Secretary in writing.

 

(F)           = ;=20 In the event of = a match=20 not being played because of circumstances over which the Clubs have no = control,=20 the Match Officials. If present, shall be entitled to half fees plus = expenses.=20 Where a match is not played owing to one Club being in default, that = Club shall=20 be ordered to pay the Officials, if they attend the ground, their full = fee and=20 expenses.

 

(G)          =20 A Referee not = keeping his=20 or her engagement, and failing to give a satisfactory explanation as to = his=20 non-appearance, may be reported to the County Football Association with = which he=20 or she is registered.

 

(H)          =20 Each Club shall, = in a=20 manner prescribed from time to time by the Football Association award = marks to=20 the Referee for each match and the name of the Referee and the marks = awarded=20 shall be submitted to the Competition on the prescribed form = provided.  Clubs failing to comply with = this Rule=20 shall be liable to be fined or dealt with as the Management Committee = shall=20 determine.

             = The=20 Competition shall keep a record of the markings and on the form provided = by the=20 prescribed date each season, shall submit a summary to the County = Football=20 Association.

 

(I)           = ; =20 The Referee = shall submit a=20 report form, supplied by the Competition, giving the result of the = match, the=20 number of players in each team and the time of kick-off to the  Secretary within two days of = the match if=20 requested by the Secretary.

 

(J)           = ; =20 Referees and = Assistant=20 Referees shall be supplied, each Season, with a copy of the Competition = Rules=20 free of charge.

 

 

14           &nbs= p;            = ;   =20    CONTINUATION OF MEMBERSHIP=20 OR

WITHDRAWL=20 OF A CLUB

 

(A)      After=20 31st December in the current Season a Club intending, or = having a=20 provisional intention, to withdraw a team from the Competition on = completion of=20 its fixture and fulfilment of all other obligations to the Competition = must=20 notify the Secretary in writing by 31st March each Season or = be=20 liable to a fine not exceeding =20 =A315;00           &n= bsp;=20

 

           &nbs= p;=20 All Clubs wishing to remain in membership of the Competition for = the=20 following Season must confirm their intention to do so, in writing, to = the=20 Secretary by  May=20 15th

 

(B)          =20 A Club shall not = be=20 allowed to withdraw any or all of its teams from the Competition after = the=20 Annual General Meeting/arrangement of fixtures for the following = Season.  Any Club infringing this Rule = shall be=20 liable to a fine not exceeding =A315.00 per team and shall also be = liable for its=20 share of any call which may be made under Rule = 5(B).

 

(C)          =20 The Membership = for the=20 coming season having been decided at a Special General Meeting held for = that=20 purpose not earlier than April 30th later than June = 30th=20 at the Annual General Meeting held not later than June 30th = the=20 Competition shall have the right, irrespective of other provisions in = this Rule,=20 to refuse to permit a Club to withdraw its team(s) in order to join = another=20 Competition and may hold the Club to its = engagements.

 

(D)          =20 In the event of = a Member=20 Club which is an un-incorporated association withdrawing and./or = disbanding it=20 shall be immediately liable to discharge all its financial and other = obligations=20 to the Competition.

 

In the event = that any such=20 obligation remains undischarged after a period of twenty one (21) days = then such=20 obligation shall be met by this then current Club Members, excluding = those under=20 the statutory school leaving age. =20 Until a Member=92s pro rata obligation is discharged in full the = Member=20 shall not be allowed to participate in the Competition, which may apply = to the=20 Club=92s Parent County Association for a suspension = order.

 

 

 

 

15.           = ;            =        =20            &n= bsp;           &nb= sp;           &nbs= p;            = ;PROTESTS=20 AND APPEALS

 

(A)       = (i)           &nbs= p;=20 All questions of eligibility, qualifications of players or=20 interpretations of the Rules shall be referred to the Management=20 Committee.

(ii)   = Objections relevant to the dimensions of the = pitch,=20 goals, flag posts or other facilities of the venue will not be = entertained by=20 the Management Committee unless a protest is lodged with the Referee = before the=20 commencement of the match.  = Any Club=20 lodging such protest and not proceeding with it shall be deemed guilty = of a=20 breach of this Rule and shall be dealt with by the Management=20 Committee.

 

(B)          =20 Except in cases = where the=20 Management Committee decide that there are special circumstances, = protests and=20 complaints (which must contain full particulars of the grounds upon = which they=20 are founded) must be lodged in duplicate with the Secretary within seven = days=20 (excluding Sundays) of the match or occurrence to which they refer.  A protest or complaint shall = not be=20 withdrawn except by permission of the Management Committee.  A Member of the Management = Committee who=20 is  a member of any Club = involved=20 shall not be present (except as a witness or representative of his Club) = when=20 such protest or complaint is being determined.

 

(C)          =20 Any dispute = occurring=20 between Clubs in the Competition shall be referred for determination by = the=20 Management Committee whose decision shall be binding upon all parties = subject to=20 Rule 16.

 

(D)          =20 No protest of = whatever=20 kind shall be considered by the Management Committee unless the = complaining Club=20 shall have deposited with the Secretary a sum of =A35.00.  This may be forfeited in whole = or in=20 part in the event of the complaining or protesting Club losing its = case.  The Competition shall have = power to=20 order the defaulting Club or the Club making a losing or frivolous = protest or=20 complaint to pay the expenses of the enquiry or to order that the costs = to be=20 shared by the parties.

 

(E)           = ;=20 All parties = to a=20 protest or complaint must be afforded an opportunity to make a statement = when=20 the protest or complaint is being heard and must have received seven = days notice=20 of the hearing, together with a copy of the submission.  When dealing with a protest or = complaint=20 the Management Committee shall take into consideration the possession by = the=20 protesting or complaining Club of any information which, if properly = used, might=20 have avoided the protest or complaint. Written reasons of the Management = decisions=20 will be supplied to all parties within 7 days.

 

 

BOARD OF=20 APPEAL

 

16.           = ;=20 Within 14 days = of the=20 posting of written notification of any decision of the Management = Committee or=20 the Competition a Club, Official or Player against whom action is taken = may=20 appeal against such decision by lodging particulars in duplicate with = the=20 Secretary of the West Riding Football Association, including a fee of = =A325.00 for=20 adjudication of a Board of Appeal. =20 The grounds of appeal shall be in accordance with FA Rules.  The Board of Appeal may order = the appeal=20 fee to be forfeited and shall decide by whom the costs of the appeal = shall be=20 borne.  The decision of = the Board of=20 Appeal is final and binding on all parties = concerned.

 

 

 

EXCLUSION=20 OF CLUBS OR TEAMS

MISCONDUCT, CLUBS, OFFICIALS,=20 PLAYERS

 

17.       =20 (A)      =20 At the Annual General Meeting, or Special General Meeting called = for the=20 purpose in accordance with the provisions of Rule 19, Notice of  Motion having been duly = circulated on=20 the Agenda, the accredited delegates present shall have the power to = exclude any=20 Club or Team from further membership which must be supported by (more = than)=20 two-thirds (2/3) of those present and voting.  Voting on this point shall be = conducted=20 by ballot.

 

(B)          =20 At the Annual = General=20 Meeting, or at a Special General Meeting called for the purpose in = accordance=20 with the provisions of Rule 19, the accredited delegates present shall = have the=20 power to exclude from further participation in the Competition any Club = or Team=20 of a Club whose conduct has, in their opinion, been undesirable, which = must be=20 supported by (more than) two-thirds (2/3rds) or those present and = voting.  Voting on this point shall be = conducted=20 by ballot.  A Club whose = conduct is=20 the subject of the vote being taken shall be excluded from=20 voting.

 

(C)          =20 Any official or = member of=20 a Club proved guilty of either a breach of rule other than field = offences, or of=20 inducing or attempting to induce a player or players of another Club in = the=20 Competition to join them shall be liable to expulsion or such penalty as = a=20 General Meeting or Management Committee may decide, and their Club shall = also be=20 liable to expulsion in accordance with the Provisions of Clauses (A) and = (B) of=20 this Rule.

 

(D)          =20 Any Club or Team = failing=20 to complete 75% of its fixtures in any season shall (unless the = conditions are=20 beyond their control, or the accredited delegates present at the Annual = General=20 Meeting or a Special General Meeting decide otherwise by a majority of=20 two-thirds of the votes cast) be debarred from membership the following=20 season.

 

 

TROPHY =96=20 LEGAL OWNERS, CONDITIONS OF TAKING OVER,

AGREEMENT=20 TO BE SIGNED, AWARDS

 

18        =20 (A)      =20 A Competition Cup or Trophy shall be vested in the Association=20 sanctioning the Competition as Trustees. =20 If a Competition be discontinued for any cause the Cup or Trophy = shall be=20 returned to the Donor, if the conditions attached to it so provide, or = otherwise=20 dealt with as the Association may decide. =20 At the close of each Competition awards may be made to the = winners and=20 runners-up if the funds of the Competition permit.

 

           &nbs= p;=20       = The=20 following agreement shall be signed on behalf of the winners of the Cup = or=20 Trophy:-

 

           &nbs= p;=20       = =93We=20 A       =             =  and B                      , = the=20 Chairman and Secretary of   =             FC, = members=20 of and representing the Club, having been declared winners of                   =  Cup or Trophy, and it having = been=20 delivered to us by the Competition, do hereby on behalf of the Club = jointly and=20 severally agree to return the Cup or Trophy to the Competition Secretary = on or=20 before 1st April.  = If the=20 Cup or Trophy is lost or damaged whilst under our care we agree to = refund to the=20 Competition the amount of its current value or the cost of its thorough=20 repair.=94

 

SPECIAL=20 GENERAL MEETINGS

 

19.           = ;=20 Upon receiving a = requisition signed by two-thirds of the Clubs in membership the = Secretary shall=20 call a Special General Meeting.

 

The Management = Committee=20 may call a Special General Meeting at any time.

 

At least seven = days notice=20 shall be given of either meeting under this Rule, together with an = agenda of the=20 business to be transacted at such meeting. =20 Each Full Member Club shall be empowered to send two delegates to = all=20 Special General Meetings.  = Each Club=20 shall be entitled to one vote only. =20 Not less than seven days notice shall be given of any=20 Meeting.

 

Associate = Member Clubs may=20 be represented at all Special General Meetings in the proportion of one=20 representative for each six or part of six Associate Member Clubs and = such=20 representatives shall exercise the powers and rights of Full Members at = such=20 meetings.

 

Any continuing = Member Club=20 failing to be represented at a Special General Meeting without = satisfactory=20 reason being given shall be fined =A310.00.

 

Officers and = Management=20 Committee members shall be entitled to attend and vote at all Special = General=20 Meetings

          =20 All amendments of Rules can only be implemented once approved by = the=20 appropriate sanctioning authority

 

ALTERATION TO = RULES

 

20.           = ;=20 Alterations = shall be made=20 to these Rules only at the Annual General Meeting or at a Special = General=20 Meeting specially convened for the purpose called in accordance with = Rule=20 19.  Any alteration made = during the=20 playing season to the Rule relating to the qualification of players = shall not=20 take effect until the following season.

 

Notice of = proposed=20 alterations to be considered at the Annual General Meeting shall be = submitted to=20 the Secretary by 31 March in each year. =20 The proposals, together with any proposals by the Management = Committee,=20 shall be circulated to the Clubs by seven days in advance of the meeting = and any=20 amendments thereto shall be submitted to the Secretary.  The proposals and proposed = amendments=20 thereto shall be circulated to Clubs with the notice of the Annual = General=20 Meeting.  A proposal to = change a=20 Rule shall be carried if two-thirds (a majority) of those present and = entitled=20 to vote are in favour.

 

A copy of the = proposed=20 alterations to Rules to be considered at the Annual General Meeting or = Special=20 General Meeting shall be submitted to the sanctioning Football = Association seven=20 days prior to the date of the meeting.

 

Any = alterations or=20 additions decided upon at the meeting shall not become operative until = the=20 approval of the Association issuing sanction shall have been=20 obtained.

 

RULES BINDING ON = CLUBS

 

21.           = ;=20 Each Member Club = shall be=20 deemed to have given its assent to the foregoing Rules and agreed to = abide by=20 the decisions of the Management Committee subject to Rule 16.  Each Member Club must abide by = any=20 issued Football Association Code of Conduct.

 

FINANCE

 

22.       =20 (A)     =20 The Management Committee shall determine with which bank or other = financial institution the funds of the Competition will be=20 lodged.

 

(B)          =20 All expenditure = in excess=20 of =A350.00 shall be approved by the Management Committee.  Cheques shall be signed by at = least two=20 Officers nominated by the Management Committee.

 

(C)          =20 The financial = year of the=20 Competition will end on 30 May.

 

(D)          =20 The books, or a = certified=20 balance sheet, of a Competition shall be prepared and shall be = audited/verified=20 annually by some suitable person(s) who shall be appointed at the Annual = General=20 Meeting.

 

           =20 MANAGEMENT AND CONDUCT = OF CLUBS =96=20 CARE OF  JUNIOR  = PLAYERS

 

       =     Each Club in = the League=20 shall be controlled and directed by an Adult (18 years or over) or  be under control and direction = of a=20 Committee presided over by an adult, who shall be responsible to the = League for=20 the management of the Clubs compliance with these Rules and general well = being=20 of the members of the Club.

 

       =20    Each Club operating age limit = Football=20 shall ensure that each person =20 connected with the teams    

       =     (eg Secretaries, Managers, = Coaches,=20 Trainers, Volunteers )  is = in=20 possession a a valid Parent County FA Child protection Identity Card = issued by=20 its Association.

       =20    This = card is to=20 be carried at all times when involved with Children and must be produced = on=20 demand to County FA  = Council. The=20 issuing of the card will be conditional on the Association receiving = positive=20 and valid decision from an Enhanced Criminal Records Bureau Application = check,=20 made through the FA CRB Unit via its County Parent Association. The cost = of the=20 CRB checking will be borne by the individual or=20 Club

CHILD PROTECTION

 

1.           = ;   =20 Any act, = statement,=20 conduct or other matter which harms a child or children, or poses or may = pose a=20 risk of harm to a child or children, shall constitute behaviour which is = improper and brings the game into disrepute.

 

2.           = ;   =20 In these = Regulations the=20 expression =93Offence=94 shall mean any one or more of the offences = contained in=20 Schedule 1 to the Children and Young Persons Act 1933 and any other = criminal=20 offence which reasonably causes The Association to believe that the = person=20 accused of the offence poses or may pose a risk of harm to a child or=20 children.

 

3.           = ;   =20 Upon receipt by = the=20 Association of:-

 

3.1           = ;=20 notification = that an=20 individual has been charged with an Offence: or

 

3.2           = ;=20 notification = that an=20 individual is the subject of an investigation by the Police, Social = Services or=20 any other authority relating to an Offence: or

 

3.3           = ;=20 any other = information=20 which causes The Association reasonably to believe that a person poses = or may=20 pose a risk of harm to a child or children then The Association shall = have the=20 power to order that the individual be suspended from all or any specific = football activity for such period and on such terms and conditions as it = thinks=20 fit.

 

4.           = ;   =20 In reaching its=20 determination as to whether an order under Regulation 3 should be made = The=20 Association shall given consideration, inter alia, to the following=20 factors:-

 

4.1           = ;=20 whether a child = is or=20 children are or may be at risk of harm:

 

4.2           = ;=20 whether the = matters are of=20 a serious nature;

 

4.3           = ;=20 whether an order = is=20 necessary or desirable to allow the conduct of any investigation by The=20 Association or any other authority or body to proceed=20 unimpeded.

 

5.           = ;   =20 The period of an = order=20 referred to in 3 above shall not be capable of lasting beyond the date = upon=20 which any charge under the Rules of The Association or any Offence is = decided or=20 brought to an end.

 

6.           = ;   =20 Where an order = is imposed=20 on an individual under Regulation 3 above, The Association shall bring = and=20 conclude any proceedings under the Rules of The Association against the = person=20 relating to the matters as soon as reasonably = practicable.

 

7.           = ;   =20 Where a person = is=20 convicted, or is made the subject of a caution in respect of an Offence, = that=20 shall constitute a breach of the Rules of The Association shall have the = power=20 to order the suspension of the person from all or any specific football = activity=20 for such a period (including indefinitely) and on such terms and = conditions as=20 it thinks fit.

 

8.           = ;   =20 For the purposes = of these=20 Regulations, The Association shall act through its Council or any = committee or=20 sub-committee thereof, including the Board.

 

9.           = ;   =20 Notification in = writing of=20 an order referred to above shall be given to the person concerned and/or = any=20 club with which he is associated as soon as reasonably=20 practicable.
